Lest we consider that 'fighting evenly with' is not indication of speed, Tiger takes it a step further. Ancestor fights evenly with him (speedwise - he trumps him elsewhere). Now, he does stuff like 'blitz people who catch bullets between their fingers'. There's this guy in Dragon/Tiger Gate named Tiger Wong. And if they start laying hits on him by luck, by wearing him down with area blasts, or because he starts getting tired (which, being fair, will take AGES), he's going to hurt.
While it's POSSIBLE for Ranma to beat them, I guess, it's a massively uphill struggle for him due to their sheer, raw durability (durability is kind of Black Dragon's thing). It won't be comfortable, they'll get hurt, but they can certainly weather the storm long enough to fire off some kind of area blast (yep, Black Dragon has those by the end of Manga, pretty big ones as well). Durability? Again, we're in an area where both of them can likely just eat whatever Ranma dishes out. Ranma is no-question faster than them, by a fair margin (though they're both easy bullet-timers). Going lower, we're into the Barbarian/End-of-series Black Dragon area, which.has a speed issue. Skill? Ranma doesn't nearly have the length and breadth of experience fighting as they do, and they're both top-tier in a world of insanely skilled fighters. Durability-wise, nothing Ranma can do to them is on the same level as the shit they do to each other in the course of one of their NORMAL trading of hits, so.

Ancestor also consistently beats all hell out of Tiger, a dude who everyone else in the series has issues even hitting thanks to his ridiculous speed.
Tiger, employing the same speed he uses to blitz bullet-timers, pulls out a technique that INCREASES his speed to allow him to superspeed volley kicks (English name: Dancing Dragons), uses it as the 'enhanced' version (English name: Dragon in Ninth Heaven), and throws at Ancestor (note: the technique is 'superspeed compared to his normal blitzing bullet timers speed'). Tiger - not using a special technique - blitzes bullet-timers. Both of them have feats - based on 'who they have blitzed' and 'what they have blocked' - to allow them to either come close to or match Ranma's speed. I feel that Ryouga's presentation (only real rival for Ranma, even if not as good, superhuman martial artist who treats every regular character in the series not named Ranma, Cologne, or Happosai like a joke, the guy who - with Ranma - beats up Happosai at least somewhat) and the few feats we get of his speed (let's face it, more often he's played as a brick) show some pretty impressive stuff. Not many, and Ranma is in this situation forced to be totally defensive while at the same time staying close enough to lead Ryouga through the spiral.but Ryouga is managing to clip him. But when he's trying to do the HSH spiral for the first time (after utterly enraging Ryouga), Ryouga is actually landing some hits on him during the spiral. I don't see his speed being seriously compromised. His durability, for example, doesn't seem to be affected (he gets slammed into a cliff wall by Ryouga with enough force to make a 10' crater in the granite, and pops back up afterward). Then there's the fact that Ryouga is really the only regular character other than Cologne and Happosai who can kind of land hits on Ranma once he gets REALLY revved up (I'm not saying Ryouga is their equal, I'm saying he actually manages to land hits on Ranma on occasion).
